You always want to have high resolution images to avoid having to resize images larger (and by doing so losing image clarity), but sometimes this is unavoidable if the client provided image is just slightly smaller. In this case you can try resizing using the best setting for enlargement. (Again this is NOT the preferable way to do this, it would be better to retake the photos or use larger versions).
Open the image in Photoshop. Choose: Image > Image Size
From the ‘Resample Image’ dropdown select > ‘Bicubic Smoother (Best for Enlargement)’
Next uncheck ‘Resample Image’
Change the dpi to 300 and save the document
Place the image in InDesign and review the image to see if it is acceptable.
